This is a bug in the original, unpatched PC version caused by having more than 2 GB of RAM.
Fixed by:
Juiced Editor can identify your game version after opening Juiced.exe in your game directory.
(NOTE: If Juiced Editor throws a warning saying ".exe type could not be determined. You may run into problems.", it most likely means you are running the Zer0n3 v1 or v2 crack. These are both patched versions. Juiced Editor is 100% compatible with them, it just doesn't know what they are. Will be fixed with Juiced Editor v2.)
Alternatively, check the file size of Juiced.exe in your game directory by opening its properties, and compare it to the following table:

This is caused by not having Microsoft's DirectInput Mapper, which isn't included in modern versions of Windows.
The unpatched version of the game only has a 1% steering deadzone by default, meaning an otherwise negligible amount of stick drift will manifest in game.
